1)  You'd rather things didn't stabilize and perform better as you upgrade
operating systems?
IBM does a great job of testing, bringing people in for prebeta testing,
beta testing, and follow up support.  But granted, they, and every other
business, will always find a way to improve items.
You can't wait for ever to implement new technology.  Classic example:
France had a pretty fair antitank weapon.  But they delayed production
because they had a better one coming out.  However, while they were waiting

Surely a contradiction? If you kept current when V4R2 came out, and used
this wonderful new feature... you'd have to wait until V4R4 before it
