    It is a local network, each item is connected throught an Ethernet card.
There is one AS400 (170) and about 25 Win 95 PC connected. No routers or
switch just few hubs to dispatch them.

    *** yes, but all the PC use NS-router through Client Access. I want to
use the same Ethernet card on the AS400 to connect some more PC on IP
protocol.

    *** do you mean HOSTS file in Windows directory ?
> Check the Host Servers (STRHOSTSVR *ALL command) have been started?
    *** yes
> Check the Telnet service is running (STRTCPSVR *TELNET)?
    *** yes
