I'm not sure if you are asking for a solution to email out from your AS/400 
or from your PC.  If you want to email out from your PC you can use 
Pegasus Email (free) from:
http://www.pmail.com/
You can add a line in a bat file with no programming to send a file out.  It 
would look something like this:
C:\PMAIL\winpm-32.exe -a -z 512
C:\PMAIL\winpm-32.exe -F G:\Temp\winipcfg.out -A -T 
<docfxit@thegrid.net> 

In the first line it calls the Pegasus Email program (winpm-32.exe) with a 
couple switches that you might not need.  (-a space) means "Forces 
WinPMail to run in standalone mode, ignoring any NetWare connection."
(-z space 512) means "Play new mail alert sound any time new mail arrives"
The second line calls the program with the switch (-F) and it tells Pegasus 
the file name to send out.  The (-A space) is the same as above.  The (-T 
space) switch tells Pegasus who to send the message to. Of course the 
address needs to be moved to the second line after the -T.
