Another AS/400 method w/out using a PC would be to create the CSV file
using the Copy To Import File (CPYTOIMPF) command then the SNDDST command.

Example:

CPYTOIMPF FROMFILE(WHPMAS)
          TOSTMF('\QDLS\MAKINS\TEST.CSV')
          RCDDLM(*CR)
          DTAFMT(*DLM)
          STRDLM('"')
          FLDDLM(',')


SNDDST TYPE(*DOC)
       TOINTNET((MAKINS@HANNASTEEL.COM))
       DSTD(HANNA)
       MSG('TEST')
       DOC(TEST.CSV)
       FLR(MAKINS)
