(According to a TV Interview with the author of book)

IBM sold the German government a Hollerith(sp) machine which was
very similar to the ones used by our government to do the first
nationwide census. It was a basic "accounting" machine using hard
wired boards and punched cards. The time period for this was 1938
and Tom Watson was very active in the sale and installation. Many
U.S.A. companies were doing business in Germany at the time. The
sale was done by a German subsidiary of IBM(not known as IBM then).
