Yes, after I clicked send I realized I didn't provide a lot of information.

TCP is up, telnet works great internally.  In fact I can telnet from the
outside to another router attached to the AS/400.

What do you mean by 'start a telnet session from the router" ?

I assume you can ping through from the DSL to the AS/400?  Hmmm, perhaps
your DSL router is not allowing port 23 telnet access?  What brand of router
is it?  Can you actually start a telnet session from the router and see if
that connects to the 400?
