Have you got an alternative server (eg linux) that could receive telnet
requests for a few tests? This should help you eliminate either the router
or the AS..

If you dont have an alternativ server, you might get telnet servers for
win95, but you can do the same tests with an FTP server... TELNET port 21 to
see if your AS400 FTP server responds (both from internal/external client),
then route the router to a Win95 FTP server and try it again....

Another thought - you _are_ doing the external tests from outside the
network... and not faking it? ie you may not be able to go out and back in
through the same router/port....
