They're using an already resolved system pointer - as I understand it,
authorities are checked only when the system pointer is first resolved
(i.e., in this case, while the program was still in a library accessible to
the user). Someone with better MI understanding than me may be able to
explain further.

Could someone shed some light on this:

Library QRPLOBJ has *PUBLIC *EXCLUDE authority, yet users are still able to
access a program that is recompiled while they're using it.Is the QRPLOBJ
machinery in OS/400 using the library authority of the original object's
library?
