You could extract the number of days in the date (EXTRCT *DAYS), and
extract the number of days for the date at the end of the month,
then compare the two to see where the current date fits.

 * Find the end of the current month
C     date          adddur    1:*months     eom
C                   extrct    eom:*days     days
C                   subdur    days:*days    eom
 * See if 'date' is more than halfway through the month
c                   extrct    date:*days    curDays
c                   extrct    eom:*days     daysInMonth
c                   if        curDays > %div(daysInMonth : 2)
c                       ... round up
