Re: V5R1 DST passwords

When starting DST at IPL, system values do not exist.  They are a part of
OS/400, which is not yet started.  It was possible when we were selling the
M36 systems to have a system without OS/400 loaded all together.

I do agree, however, that they should have made some other facility to put
this in the user control.
