Making everything uppercase should be easy enough to do with RPG - the XLATE op code works great, and Bob Cozzi's example in his book shows just how to do this. There are also other methods -- I think some of them have been discussed on this list (or maybe RPG-L). As for the formatting, how about creating your file on the AS/400 with only one (large) field; then fill the field with whatever you want, making it look just the way the state requires? CA download shouldn't affect this since all formatting will be internal to the field (just download as plain old ASCII text format). If you're using RPGIV, the EVAL op code would be ideal for this, together with some of the BIFs (what a godsend!); in RPGIII, you'd have to set up a DS over the field & maybe do some fancy array work if you want to eliminate embedded spaces.
