My guess is IIR.  If they had already incurred the printing costs, then by
mailing them they get to collect the ad revenue for the issue.  It is probably a
simple economics of whether the ad revenue would exceed the combination of
postage and payments to authors -- not counting printing and other costs already
expensed.

Since the magazine was allegedly profitable, one would surmise IIR would come
out ahead by mailing an already printed issue and collecting the ad revenue.
