It is possible to compile a program which will not fail on decimal data
errors ... check the compiler options.

It is possible to define fields in duplicate using internal description
instead of external description, where the external would fail but analysis
of the internal can be used to clean up the data.

You then write such a program.
Of you buy software from some outfit that has already solved this, and for a
price, can also solve it for you.
It is a pretty standard conversion issue such as from S/36 to AS/400.
S/36 data typing was looser than AS/400
such that data that was valid on S/36 needs conversion to work on AS/400.
