I searched the archives and IBM books and never saw a way to do it without
buying some kind of software.
Unfortunately I am on a budget of 0.

Any save that requires a restricted state cannot be done in batch.

Having said that, I believe I remember hearing Al Barsa say that his TAA
tools product does allow "restricted state" saves to be done in batch.
You might want to check the archives on that.
