Accessing a Host On-Demand server behind a firewall

What am I missing here?  We are trying to access a Host On-Demand server
that is behind a firewall.  I have followed suggested tips from IBM.  We
are using the Deployment Wizard, specified "Use the config server? -
No", specified "Allow users to save changes? - Yes" and added the <Param
Name=Disable Value=LUM> to the generated HTML file.

Made what we think are the necessary changes to our firewall to support
telnet port redirection (works ok internally anyway).

I can http to HOD server but cannot telnet.  Even though we are using
the Deployment Wizard and port redirection, do I still need to open up
port 8999 on HOD Server?

Any and all help would be greatly appreciated!
