Things have changed abundantly in the ole twinax world when it comes to
baluns.  Check the data sheet at:

and you will find that their active hub system can multiplex 56 twinax
devices over a 6,600 foot distance which would be more than adequate for you
if you physically do it.  I would just wait until 2-3am and run a quick saw
on the side of the street, put in the UTP cable and then whistle if anyone
checks you.
