There's your first mistake :-).  Too many CE's.

What slot is the 2771 in ??  From memory, it should be C06 if you don't have
the 2745 installed...

Our setup works with the 2771 in C04 and the 2745 in C06 with Ops Console
plugged into the 2771.  I swapped the cable from the 2745 to the 2771 during
the IPL after LIC install when upgrading to V5R1. Upgrade your Ops Console
to V5R1 at the same time!

We've got 820's, but the setup should be identical for the 270's.

If you switch before upgrading it simply won't work!!  Been there, done
that!
