It isn't going to a printer, it is going from the 400 to PDF doc through
inforprint.  When the document is physically printed from the 400, the
overlay is there, when it is sent to PDF, the overlay is gone, jut the
text appears.

It sounds like a similar problem another poster experienced regarding
insufficient memory in the printer.  The other place to think about is
whether it's a *DEVD or a remote outq.  Also, are the two printers the
same
make and model?  Defined the same to OS/400?
