I think you may be giving up too easily.  If the machine has the
non-compiler licensed program products you need and/or want, like:

5769-PW1 App Dev ToolSet for AS/400
5769-QU1 Query for AS/400
5769-ST1 DB2 Query Mgr and SQL DevKit for AS/400
5769-XE1 Client Access/400 Express for Windows
5769-XW1 Client Access/400 Windows Family Base

and if the current owner has the ownership certificates and will give them
to you, and if IBM hasn't changed their rules lately, and if there is one
compiler that that you can get the ownership certificate (any compiler)...

THEN -- it might be a very good deal, because for the cost of a one year
software subscription you would be entitled to V5R1, all compilers
COBOL/C/C++/Java/Websphere/RPG, and a lot more.  You wouldn't have to do the
software subscription right away if the system comes with the compiler and
tools you want, and staying on V4 isn't a problem for you.  You may be able
to get a similar deal with all the V4 compilers with a software
subscription, I don't know those details.

I don't believe there would be a concurrency or upgrade fee.  Someone
correct me if I am wrong.  There will be a media charge for V5R1, something
like two hundred dollars, or less.

I tried to find out about these rules and procedures before I bought my
first AS/400 model 400.  I got a lot of advice and "FACTS" from IBM, from
this list, and others.  There are many opinions.  Some are correct.  Your
"local hardware" firm is not motivated to help you do this, they don't get
paid anything for transferring a system, so send all the old systems to the
dump.
