"...the actual definition supplied by
IBM is:

  Commands cannot be
run when issued from a command line or by selecting an
option from a command grouping menu such as CMDADD,
but can still be run from a command entry screen."

So, I need a clarification here because the actual definition supplied by IBM in
regards to LIMIT CAPABILITIES at the user profile level is:

"The limits to which the user can control the initial program,
initial menu, current library, and attention key handling program
values. The following special values may be shown:

o *NO: No limitations. The user can change the initial program,
initial menu, current library, and attention key handling
programs. The user can run commands from command lines.

o *PARTIAL: The user can change the initial menu, but cannot
change the initial program, current library, or attention key
handling program. The user can run commands from command lines.

o *YES: The user cannot change the initial program, initial menu,
current library, and attention key handling programs. The user
CANNOT RUN commands from command lines. "
