He ran #21 (Entire System) from the SAVE menu, so that couldn't be it.
Incidentally, those 7 Host Server programs move from QIWS to QSYS in V5R1,
as Host Servers is folded into base OS/400.
(So is PM/400 by the way, so QMPGDATA files move to QUSRSYS, and QMPGLIB
programs to QSYS).
SO - could it be a licensing issue for max users ?  WRKLICINF and set
maximum users for 5769-XW1 to *NOMAX ?

Are you sure that the Host servers programs (that reside in QIWS
library) have been saved ?
If you saved *IBM libraries without stopping host servers, there are
risks that a few programs (6 or 7 if I remember fine) are not saved. We
have solved the problem by running *IBM libraries backup only in
restricted mode.
