You can use the RTVCFGSTS command in a CL program. For example,

PGM
DCL        VAR(&STATUS) TYPE(*DEC) LEN(5 0)
RTVCFGSTS  CFGD(devicename) CFGTYPE(*DEV) STSCDE(&STATUS)
...
Do something with &STATUS
...
ENDPGM

Prompt the RTVCFGSTS command and request help on the "CL variable for status
code" parameter. That will give you a list of the various status values and
what they mean.
