If your original QSTRUP pgm is still in QSYS, and your system is still using 
that version, maybe its a LIBL problem.

We put all changed system programs in a library called QSYSCHG and we have 
changed the sys val QSYSLIBL so that QSYSCHG is first.  Our QSTRUP pgm is in 
QSYSCHG.
