This strikes me as a bug.  What is the authority to the public program, and
what user profile does QSTRUP auto start job (found in the controlling
subsystem, as defined in the system value QCTLSBSD) run under?

Does anyone know why the IPL cannot find the QSTRUP program?  The system
value is QSTRUP in QGPL and the object is there.
