I believe that the apparent basic failure of the search engine to rank results by relevance is a solvable problem using currently available technology. It would seem that the Info Center has not been subjected to basic usability testing. If the folks were to get people who had specific needs come in and use the software to solve them, I think that many of the shortcomings would be apparent and could be resolved. To ask the user community to perform this testing after the system is put into production does not strike me as good design. There is much good in the InfoCenter.
