You want CPYFRMIMPF - it has both field and record delimiter parameters, as
well as string delimiters. Somethign like this:

CPYFRMIMPF FROMSTMF('streamfile.path')
            TOFILE(LIBNAME/FILENAME MBRNAME)
            RCDDLM('~')
            DTAFMT(*DLM)
            STRDLM(*NONE)
            FLDDLM('*')
