That message means the Service Tools Server is not started on the AS/400.
Do the following:

        ADDSRVTBLE SERVICE('as-sts') PORT(3000) PROTOCOL('tcp') +
                TEXT('Service Tools Server') ALIAS('AS-STS')
        ENDTCP
        STRTCP

I believe this is documented in the Tips and Tools for securing your
iSeries manual.
