Not sure if your problem is the same, but we've been running Management
Central on V5R1 for months and I just got that error yesterday.  Looking
through one of the joblogs, I found QSECOFR password expired!  We haven't
reset it yet, but I'm guessing that will fix the problem.  HTH.
