It isn't "stupid" if you consider that the original problem statement said that there will be _other_ definitions of VR1 in the program. The simplified version you are commenting on was just to prove that the precompiler couldn't handle the qualification even when it wasn't needed. The original code had a second structure in it like so: 01 VENDR2. 03 VR1. 05 VNID PIC X(6). 05 VNNAME PIC X(30). That is why qualification is required.
