CA Error Message CWBLM0011

On a pc where I users routinely open two CA sessions I recently
encountered the following message when they attempted to open their second
session.
        CWBLM0011 An Internal License Management Error Occurred.

This pc is setup where the icons representing the two sessions are in
C:\\Windows\Profiles\Desktop.  When I set this machine up I logged on as
each user and configured the sessions.  It was working fine until a new
user logged on and tried to fire up the two sessions.  The first one
opened, the second generated the above message.

I logged on as a user who had been able to open both sessions but received
the same error message.  It corrected itself when I logged on to the pc as
Administrator and opened both sessions.

This machine is running Windows XP Pro.  CA is 4.5 (5250 emulation only on
this pc.)  Os400 is 4.3.

Any ideas?
