There are several ways to do this. You can schedule start of Collection Services and Stop of Collection Services actions via Management Central GUI. Another way is to let Collection Services run round o'clock and cycle at 7am and 7pm - set cycle time at 7am and cycle interval to 12 hours. You will have a set of data for 7am-7pm perioed - and an extra set of data between 7pm and 7am, but it should not be a big deal.
