I did the WRKLNK and got the 437 as the CCSID, but it still did a
conversion.  I did some more digging and final came up with the following
command that did work:

CPY OBJ('\gecc\ntpd3rcv.004')
    TOOBJ('/qsys.lib/jgiusto.lib/tppgeccru.file/tppgeccru.mbr')
    FROMCCSID(*PCASCII)
    TOCCSID(*CALC)
    DTAFMT(*BINARY)
    REPLACE(*YES)

It's probably 37 or 437. But you can find out by going to its location
WRKLNK, then take opt 8 to look at attributes. The CCSID is on the first
screen.
