So if I in CST then change it to -5:00 right?

Along with changing the actual time in the system value.

Both.

If you were in the Eastern Time Zone of the US, your offset would change
from -05:00 to -06:00 and your time would change to one hour earlier.

Because the Universal Time doesn't do Daylight Savings Time, they both
have to change.
