Yes, I've seen this before.  At a previous employer we had just one of the
eight batteries in our UPS go bad and every time there was a power outage
the AS/400 would crash immediately.  That one bad battery prevented the UPS
from maintaining the system power for more than just a very few seconds.

Given the price of the replacement batteries, you may be just as well off
to buy a whole new UPS rather than replacing the batteries in the old one.
I'd get a quote both way to determine which is more cost effective.

I have a situation where there are two AS400's on a UPS and they both
blinked and shutdown at the same time.  The BP says that the batteries are
dead and the best option is to replace the UPS.  Sorry I don't have more
details yet.

Anyone heard of this?
