In theory, if small time adjustments were done by intelligently slowing
down or speeding up the clock in order to synchronize then uniqueness of
time values could be maintained within the system.  It's replacing the time
value with mechanisms such as CHGSYSVAL that can cause duplication (when
moving backward in time) that the bit fiddling cannot really adress
(without a ton of overhead).  Changing system time to UTC (which would not
have DST jumps) and providing for adjust operations rather than replace
would appear to take care of the problem you mention.

One of the problems with adjusting the system time regularly
(e.g. with real-time input from a "gadget") is that the internal
system time is also used as the basis for generating *unique*
timestamps (some fiddling with the lower bits). This function
would probably not work anymore if you constantly adjust
the system time up or down by small amounts.
