Check that NetServer is running. You do this in OpsNav, if you haven't done
this before. It's under Network->Servers->TCP/IP, I think. And check what
the NetServer name is - that is what to use in place ot "As400ifs" below.

If it helps, this is the exact value I have in my Control Panel:

\\As400ifs\QIBM\ProdData\CA400\Express\Install\Image\

If I look in that folder, I do see a setup.ini file.
