Sounds like you have a "stuck" email.  Try this:
Suggest you sign on as security officer or equivalent...
Do this first:
       endmsf
       endtcpsvr *SMTP
After these processes have ended,
then create this data area:
       crtdtaara dtaara(qusrsys/qtmsclean) type(*char) len(1)
                 value('c') aut(*all)
Then do this:
       strmsf msgopt(*CLEAR)
       strtcpsvr *SMTP
SMTP CPU usage should now be normal...
