We started with a complex system of exit programs, and tables that specify
what user can download what file. Now we give no-one authority to the
actual physical files. We just make available some views, via stored
procedure, that the 'Power' users can get to. These are in a common library
and the content is approved by upper management. (i.e. no payroll
information, etc.)

 Within the 5250 paradigm, the programs just adopt authority of the
resources needed. This, IMVHO, is a pretty secure scheme.
