As far as I know, a *EXCL lock is required to clear a file.  I probably read
it in the CL Reference when I was researching how to ensure I had a proper
lock for clearing or reorganizing a file.

I'm not much of an object authority person, but I think one needs delete,
add, and update data authority.  I don't believe object management authority
is required.

Can I use *EXCLRD?  Is there a reference somewhere that explains this?
I.e., "CLRPFM requires
either *EXCL or *EXCLRD."  "ANYCOMMAND requires *SHRRD, *SHRNUP, etc."
