Of the option you presented for the 'on-the-fly' run, I believe the simplest solution would be to grant the end-users *USE authority to the profile it runs under. These would mean they could conceivably use that profile to submit other jobs, with all the authority that profile has. You may want to refer to the recent thread about using program adopted authority.
