SMTP Starting problem, again

Now I get this message when trying to start SMTP server, V5R1.  Nothing
to my knowledge has changed since yesterday.  I've granted authority to
the listed object to QTCP:

  or other authorized person. If the object name is *N, it could not be

  determined which of the objects authority was not sufficient.  The
Security    
  - Reference, SC41-5302, contains authority information for the
operation.
