Does "locked at V4R5" mean the box isnt covered by a aupport contract?

I am connecting to a 150 locked at V4R5.  

I would like to use Code/400 on the machine but the  "Host and Server
Configuration" wizard sends a message saying "Error: PTF  *only SF64203 not
found"

We don't have nor can we get PTFs according to the business partner that
sold the machine originally.
