Trouble is that if I SBMJOB CMD(CALL PGM(CLPGM) PARM('FOO
') the job log shows the command as CALL PGM(CLPGM) PARM('FOO')

Similarly, if I SBMJOB CMD(CALL CLPGM PARM(&50CHARVAR) where 50CHARVAR is
"FOO", the job log shows CALL PGM(CLPGM) PARM('FOO').  

These two things are counter intuitive and can be fixed without needing to
read my mind. 

Just my opinion, of course.

They haven't "fixed" this because they haven't figured out how to
incorporate mind-reading into the operating system yet.

If you type CALL PGM(BAR) PARM('foo')  how does it know how long 'foo' needs
to be?   Is it 3?  Is it 10?  is it 250?  See the problem?
