We use a product from Rand McNally that will do some of what you're looking
for (I think it's called Mile Maker).  But our Ops guys use a PC based
package for some of the other things you mentioned (that one's called
SuperSpin).

      Eliminate manual trip entry - automatically optimize stops and run
trips
      Customize your database - add your own custom places
      Interface stored locations from order-entry, dispatch and
transportation management systems
Customized Routing - avoid or favor road segments, entire roads,
jurisdictions, etc.
Browser Functionality - deliver using Browser GUI
Optimization? Resequence an unlimited number of stops for efficient route
planning
Etc., etc.
