If they can transfer a DB file why not use the CPYFRMSTMF command:

CPYFRMSTMF FROMSTMF('/mydir/myfile.csv')
           TOMBR('/qsys.lib/mylib.lib/myfile.file/myfile.mbr')
           MBROPT(*REPLACE)


Create the PF "myfile" first then all should be good.

(tested on V5R1)
