This is what we do to solve that:

Error: 'IBM Personal Communications already installed' IBM Client Access
install

Cause:  There is a bug in the CAE uninstall process.

Solution:  Delete unnecessary lines from Registry.

NOTE: This message usually occurs when trying to install the 5250 emulation
portion of IBM AS/400 Client Access Express, after an uninstall of the
product.

Details:  1. Go into REGEDIT and delete the following items (whichever
exist):
1) HKEY_CURRENT_USER/SOFTWARE/IBM/PERSONAL COMMUNICATIONS
2) HKEY_LOCAL_MACHINE/SOFTWARE/IBM/PERSONAL COMMUNCATIONS
3) HKEY_LOCAL_MACHINE/SOFTWARE/IBM/NCSMPKG

2. After these deletes are done, you can install PC5250.
