1) Are you up-to-date on Windows Service Packs?

2) Have you tried uninstalling and reinstalling iSeries Access?
I have run into problems like this in the past, and as a last resort I
uninstalled and reinstalled the software (and necessary service packs), and
in several cases it fixed my problem.
