Messages in secondary language?

We have a system with Spanish as the secondary language.  We have QSYS2931
at the top of the system library list, and then use chgsyslibl to allow the
English-speaking operators to see the system in English.   Job logs are
still written in Spanish though.  Is there a way to prevent this?
