It's not just ASCII to EBCDIC.... You have to take codepage (and CCSID) into
account.  There are APIs that perform codepage or CCSID translations better
than the basic translation tables.  Search for iconv() in the archives.

Why is IBM provide tables that do not match the ASCII character?
