Do u want to import a panel help from a ibm panelgroup into your own panel?
I guess you would write something like this:

:PNLGRP.
:IMPORT PNLGRP=QBNCMD        NAME='*'.
:HELP NAME=TSTCMD.The Command - Help
:P.
Your Text here.
:EHELP.

:HELP NAME='TSTCMD/TGTRLS'.
:IMHELP NAME='CRTPGM/TGTRLS'.
:EHELP.
:EPNLGRP.
